Unchanged profile reads keep an honest observation time

Successful admitted profile reads update their observation time even when the recorded values stay the same. They earn no new facts or collector points, preserve newer roster values and cannot regress on older deliveries. This does not prove absence of battle activity in every mode; Clan removal checks and freshness rules are unchanged. Contract 11.1.1; JSON API 3.0.0 unchanged.
