Flat counters cannot authorize removal

Removal recommendations, words, drafting, completion and reopening stay held while absence of battle activity across every mode is unproved—even at the exact profile observation time. Captured play and positive counter intervals still protect members; role protections, optional away questions and historical Actions remain available. No freshness allowance is adopted. Contracts unchanged.
