Timeline items ready to publish

A timeline item's sentence no longer starts with a time, so it reads right wherever it is posted. Its time comes as fields instead (at_unix for a renderer's own stamp, local in your time zone), and the feed is ordered by when each story finished. One story is one item now, with every player and clan it is about in subjects. Each item also says whether it may be published, and Elixir's Discord posts only the ones that may. An ad hoc read with a window shows what happened in that window. A poller that names a reader still reads what the record learned since its pointer. Standouts give each rung's value and the battle that crossed it, and a resolved war week lists each member's decks and points. MCP 11.8.0; JSON API 3.1.0 unchanged.
