Elixir Clan's model: Haiku 5.5, and clearer answers when a draft fails

When a leader adds the clan's Anthropic key and it cannot reach Claude Sonnet 5 or Opus 5.5, Elixir Clan now starts it on Claude Haiku 5.5 instead of Haiku 4.5. A clan that already chose a model keeps it, Haiku 4.5 included. If the model declines to write a draft, or runs out of room before it finishes one, you are told which happened and your words stay as they were; a half-finished answer is never offered as a draft. MCP 11.3.0 and JSON API 3.1.0 unchanged.
