Elixir keeps what someone tracks

A tracked player's own clan is still read for their membership and role, but when nobody tracks that clan Elixir no longer keeps its other members or its daily numbers; track the clan to keep them. A one-time correction also removes what the retired leaderboard and global capture left behind: battles with no tracked player in them, and the players, clans and raw payloads nobody tracks. Tracked players, everyone who was ever in a comprehensively tracked clan, and their battles stay. MCP 11.2.3 and JSON API 3.0.0 unchanged.
