Record Clan War intent separately from scoring

Leaders can specify whether their clan intends to participate in Clan Wars on Policy → About. This remains separate from counting war decks toward minimums and Elder. Existing policies start as Not specified, and starting points preserve the intent you choose. This records intent; scheduled messages are not connected yet. Contracts unchanged.
