Bringing Clan into Elixir

The Clan consolidation is underway. Its management engine and ledger are now shared within Elixir, with preservation checks for policies, actions, awards, preferences and mail history. Clan's current sign-in and stored records still serve the app while the account and storage cutover is prepared. No clan state or game history has been removed. Contracts unchanged.
