Elixir Clan says removal is not enforceable yet

Elixir cannot yet prove that a quiet member played no battle in any mode, so Elixir Clan no longer raises removal Actions it could never let you complete. The policy's Inactivity tab is labelled Not yet enforceable and says why; its numbers stay editable, and Board still shows the clock to the leader and co-leaders. A removal Action that was open is withdrawn, with the reason in its log. A saved policy now opens with What this policy can do today: each judgment it asks for, as live, needing more evidence (and what), not enforceable, or off. MCP and JSON API unchanged.
