Rate Elixir's Discord posts

Elixir cannot see the channels it posts to, so the people who can now tell it how a post read there. On a timeline's Discord panel, and on Elixir Clan's Actions ▸ Discord and Social ▸ Discord pages for leaders and co-leaders, each delivered post has 👍 and 👎, with a note if you like. A rating goes to Elixir as feedback about that one post, from your own account, and is answered like any other; you see your own. The privacy page says so. Elixir reads every rating beside its own record of the post. MCP and JSON API unchanged.
