Each agent has its own hour

The hourly limit on MCP calls, 300 an hour, now belongs to whoever made the call. Each of your agents has its own 300, so one busy agent can no longer use up the hour for you and your other agents. Your agents still spend your daily tool calls and your live fetches, as before. MCP 11.5.2 and JSON API 3.1.0 unchanged.
