A new account starts on your own clock

A new account now starts on the time zone of the browser you sign up from, so the Console, Ladder and your emails tell time on your clock from the first visit instead of UTC. If you open the sign-in link on another device, the account still takes the zone of the browser that asked for it. Signing in never changes a zone you already have, and Profile changes it any time. Accounts made before today keep what they have; one with no zone still reads in UTC and is offered your browser's zone in one click. MCP 11.4.1 and JSON API 3.1.0 unchanged.
