A legendary badge is a milestone email

Earning a legendary badge now sends a milestone email when it happens, like a new arena or a new league, and it leads the note beside a new best. It is no longer counted in Tuesday's Arena email, which still counts your cards unlocked and badge levels. Each legendary badge mails once, ever. MCP 11.5.2 and JSON API 3.1.0 unchanged.
