Weekly reports keep the covered season

Weekly reports label the completed week they cover, even when a new season has begun by send time. A clan report names a closed race's season and river race week together. Previously sent emails stay archived as sent. MCP 11.2.3 and JSON API 3.0.0 unchanged.
