Check final standings during race standby

Elixir checks the final log once after an unfinished recorded colosseum season's scheduled end, even when the next race is not available yet. This gives final standings and Clan award inputs a chance to arrive during standby. Only recorded API results can establish closure. MCP 11.2.3; JSON API 3.0.0 unchanged.
