Capture final race results after rollover

Once Elixir records a newer river race, it schedules one catch-up for the preceding race log if final closure is still missing. Final standings and Clan award inputs can then arrive without waiting for the next daily poll. The calendar alone never finalizes a race. MCP 11.2.2; JSON API 3.0.0 unchanged.
