Missing battle captures cannot justify removal

Positive profile-counter intervals protect members even when battle details are missing. Removal Actions check current evidence separately from saved evaluations; unknown capture and unmeasured time hold the recommendation and withhold removal words, drafting, completion and reopening. Original evidence and audit history stay recorded; leadership can still explicitly decline an open Action. No freshness allowance is assumed. Contracts unchanged.
