Find war intent before setting up scoring

The policy draft summary shows explicit Clan War participation intent, and its question now comes first in About. Clan Wars scoring links back to it without changing the draft. Small-clan leaders can open Prepare policy from the roster while operational management still waits for ten members. All edits remain local until Save. Contract 11.2.0; JSON API 3.0.0 unchanged.
