Share award progress after each war week

Leaders receive editable, numbered Actions with provisional award standings after a war week is recorded as closed. Updates stop at that completed week, withhold places when evidence is incomplete, and stay separate from final awards. Retried runs fill missing Actions without duplicating completed ones. You review and send each message in the game. Contracts unchanged.
