Quotes and apostrophes read as written on the site

Some of the site printed an escape code where a quotation mark or an apostrophe belonged: the tool reference's descriptions, the On this page list beside a doc, and the description a link preview shows for an update, an example or a family page. The text was being escaped twice. Each is now escaped once and reads as written. No change to the tools.
