A late Top 100 still goes out that day

The Top 100 and Card of the Week are written by a model from a brief the program builds. If the writing finished after the issue's send time, the issue used to miss its week; it now goes out as soon as it passes its checks, while it is still the current issue, and nobody gets it twice. The checks are stricter too: a number must now belong to the player or clan named beside it, so a rating printed next to the wrong name stops the issue instead of sending. No change to the tools.
