Clan reads on a schedule

An integration can now hold permission to read clans: the participation and roster reads a signed-in person already had, for any clan Elixir records. It is how Elixir Clan evaluates a clan's policy each morning with nobody signed in, so actions are waiting when leaders arrive. Integrations are provisioned by the admin. JSON API 2.3.0.
