The tool guide counts live reads from the registry

The tool-choice guide still said four tools could request a live read, even though the leaderboard tools had joined that lane. Its count now comes from the MCP registry, the same source as the generated tool reference, so the website and the guide served over MCP include every tool with a live flag. The tools, live-fetch allowances and asynchronous read behavior are unchanged.
