The maintainer hears feedback as it arrives

Feedback filed on the site or through a connected agent, and tier-upgrade requests, now email the maintainer the moment they land: the category, a short excerpt, and which account or agent sent it (never an address), with a link to act on it. Until now only access requests and collector events did, and feedback waited for the next review pass. Each kind of notification has its own subject line, and notifications ride the best-effort lane of the mail relay so they can never delay or dead-letter a sign-in code.
