Clan notifications that actually notify, and a measured miss rate

Two honesty upgrades. Clans you've added now feed your notification pipe with the things that actually happen: members joining, leaving, and changing role (before this, the only clan event was the weekly war boundary - technically working, practically silent). And every fresh battlelog poll is now capture-audited: if the rotating log fully rolled between polls, that's flagged as a possible gap, and the 24-hour gap count is public on Data > Status - so 'no gaps' is a measurement, not a promise.
